Upgrade what, how much to pay and to what degree? More RAM, a bigger HD, a video card - those are just some ideas.
You might consider getting a better CPU chip, but that's not likely to improve things much, especially if your mobo is socket 478. Even if you have an LGA socket, voltage issues may preclude getting a chip markedly better than the one you have (which you should have been more specific about).
RAM would help, but if you've got a 32 bit OS, you're limited to (I think) 3 GB).
A new MoBo might help, but once you start talking about that, you're probably better off building a new system.
A graphics card would help - what do you have now? What chipset? How much memory? What type bus - PCI, PCI-e which one, AGP?
The improvements will depend on what you have now, and your upgrade options will depend on what bus you have. Budget systems from 2005 might lack anything more than a PCI bus. PCI cards are old, offer little performance advantage over integrated graphics and aren't priced competitively. You will also need to make sure that your power supply will support the new card.
